The Carnival Tourist Loop is a workable loop within London. Jacob Portman, after observing the inhabitants' clothing, believes the date to be prior to 1863.

Description[]

The loop contains a carnival within the streets of London with various booths filled with all sorts of different peculiars such as Sergei Andropov and The Clown showing their peculiarity to the public. The carnival has cramped lanes, where from wooden carts vendors hawked vegetables and dusty sacks of grain and freshly killed rabbits; where children and thin cats skulked and prowled with hungry eyes, and women with proud, dirty faces squatted in the gutter peeling potatoes, building little mountains with the tossed-away skins. The smells of stronger—overcooked meats, roasting nuts, horse manure, human manure, and the smoke from coal fires all mixing together into something so sickly sweet that it thickens the very air. There's a wide square where the carnival was in full, rollicking swing, packed with masses of people and brightly colored tents. There were acrobats and ropedancers and knife-throwers and fire-eaters and street performers of every type. A quack doctor pitched patent medicines from the back of a wagon. Competing for attention on an adjacent stage was a loudmouthed showman in coattails and a large, prehistoric-looking creature whose gray skin hung from its frame in cascading wrinkles. The bear had been shaved and tied to a chair and made to wear a woman’s dress, and as its eyes bulged in its head.

The Congress of Human Oddities is also located in the loop. One large building in the loop contains The Peculiar Archives, a sort of peculiar headquarters where the Map of Days is located. The building itself is four stories, the top three just rows of narrow, rounded windows, like an old office building. It was, in fact, nearly identical to all the buildings around it, with one exception: it was totally encased in ice. Ice coated its windows and doors. Icicles hung like fangs from every sill and ledge. Snow spilled from its doorways, collecting in giant heaps on the sidewalk. It looked like a blizzard had struck the building—from the inside. The Council of Ymbrynes also meet in the archives to convene for their annual Nitpicking of the Bylaws.

Hollow City[]

While trying to find Miss Wren, Jacob Portman and the other peculiar children travel here from their loop in order to turn Miss Peregrine back to her human form. In the frozen archives building, they successfully find Miss Wren, and she helps Miss Peregrine change back to human form, but it turns out to be Miss Peregrine's evil brother Caul.

Caul and his wight army then immediately take control of the loop and its inhabitants. Caul kills Althea Grimmelwald and captures the peculiar children.
