The Council of Important Peculiars was a group, made up entirely of males, that used to govern peculiars until it was replaced by the Council of Ymbrynes.

As stated in a footnote in Tales of the Peculiar, it was composed of a dozen councilmen "who met twice a year to write and amend the laws peculiars were supposed to follow." Mainly, this concerned conflict resolution, the circumstances that peculiars were allowed to use their peculiarities, and the punishment for breaking the rules. According to the footnote, peculiar duels were permitted for conflict resolution, peculiars could use their abilities whenever they pleased, and penalties could be anywhere from a tongue lashing to banishment.
The council members were not good leaders. They lied to Ymeene and Tombs's village and nearly got them into a war with normals that would have cost the peculiars' lives, and they are power-hungry. There is also not much loyalty and care between the councilmen like there is with ymbrynes, with several councilmen trying to make Tombs alone take the blame of deceiving peculiars into war.
